It partly depends on packaging decisions — what type of paper is used, the length of the manual, the number of colors printed. Volume also makes a difference due to bulk discounts for materials. PC games are cheapest at a dollar or less per unit, while DS games with their chip-based cartridges — manufactured exclusively in Japan — could cost $12 or more.
